Section 1: The name of this federation shall be - KANSAS FEDERATION OF HOUNDSMEN.
Section 2: The principal office of this federation shall be located in the city where the president of the federation resides.
Section 1: The purpose of this federation shall be the promotion of better relationship with the Kansas Fish and Game Commission, so as to retain and improve present laws, improve relations between hounds men and landowners, improve and promote good fellowship among hounds men and establish and maintain regulations to protect resources essential to our sport.
Section 1: Any person of good moral character, being a citizen shall be eligible for active membership in this federation, with full privileges thereof.
Section 2: Any person under seventeen (17) years of age shall automatically become a junior member of this federation when either of the parents of such person is a member in good standing of this federation.
Section 1: The officers of this federation shall be a President, Vice President, Secretary/Treasurer, State Reporter, and Pratt Negotiator, Director of Social Media.
Section 2: The government of the federation shall be vested in a Board of Directors- 9 members consisting of the 6 offices provided in the Section 1 hereof, and 3 Directors elected at large.
Section 3: The officers and directors of this federation shall be elected in the manner prescribed in the By-Laws. Officers shall hold office for a period of two (2) years or until their successors are duly elected and qualified and Directors shall hold office for a period of three (3) years, or until their successors are duly elected and qualified.
Section 1: This constitution may be amended by TWO-THIRDS (2/3) votes of the members present at any regular or special meeting provided there shall be a notice of such meeting and of the proposed amendment or amendments. Members shall be notified at least seven (7) days in advance or should be announced at the last meeting.
Section 1: Any person of good character and a United States Citizen shall be eligible for active membership in this federation as provided by the constitution.
Section 2: Membership in this federation shall be secured by the payment of the annual dues established by the Board of Directors and upon issuance of a membership card therefore. The membership dues shall be $20.00 per year unless changed by a majority vote at the annual meeting.
Section 3: All membership dues shall be due Jan 1 of each calendar year.
Section 1: The government of this federation shall be vested in a Board of Directors of 9 members subject to the will of the membership.
Section 2: The Board of Directors shall have control and management of the property of the federation subject to the will of the membership. Funds of the federation shall be withdrawn from the bank or banks in which they are on deposit by the signature of the Secretary/Treasurer, The President and Vice-President shall be on signature card at bank also.
Section 3: The President shall appoint a member to fill any vacancy arising in any office or the Board of Directors, with the approval of the Board of Directors. The appointee shall serve until the next regular election.
Section 1: The President, as chief executive officer of the federation, shall supervise the Federation’s affairs and activities, and shall make an annual report thereon to the members.
Section 2: The Vice President in the order of their election shall preside at membership and Board of Directors meetings in the absence of the President and shall work with the President on all affairs of the federation.
Section 3: The Secretary/Treasurer shall see that a notice is given of all regular and special meetings, and shall keep a permanent record of the minutes of such meetings. He or she shall be custodian of all official records of the Federation.
Section 4: The Secretary/Treasurer shall keep books of the Federation, disburse funds at the direction of the Board of Directors, and shall report in detail at the annual meeting, and at such other times as directed on the financial status of the Federation.
Section 1: The Board of Directors shall determine the committee deemed proper and necessary to fulfill the object and purpose of the Federation.
Section 2: All committee Chairmen, Vice Chairmen, and members shall be appointed by the President.
Section 3: The President shall be ex-officio member of all committees.
Section 1: Not less than (30) days prior to the annual election, the President shall appoint a nominating committee of not less than (3) members.
Section 2: The nominating committee shall at the annual meeting recommend to the membership candidates for office and the Board of Directors.
Section 3: Anyone may be nominated from the floor at the annual meeting.
Section 4: Voting shall be by individuals and no person shall cast more than one (1) ballot. Proxies shall not be recognized.
Section 5: Officers and Directors shall take office immediately after election at the State Hunt date in April.
Section 6: At the annual election in the month of April of the election year there shall be (1) Director elected. They will serve three (3) year terms.
Section 7: Only active members in good standing whose dues are paid in accordance of these by-laws shall be eligible to vote at any election and to hold an office.
Section 1: The annual meeting of the Federation shall be held in April of each year at the State hunt and each group or member shall be notified of such meeting and where held. All members shall be notified at least (30) days prior to such meeting. All notices shall be posted on the Federation Website and on the Federation Facebook page.
Section 2: Membership meetings or special meetings shall be held at such other times and places as shall be designated by the Board of Directors.
Section 3: Meetings of the Board of Directors shall be held semi-annually at such times and places as shall be agreed upon by the Board. Special meetings of the Board of Directors may be called by the President or by three (3) members of the Board. A quorum shall consist of the President and/or Vice-President, 1 Board of Director and 5 members in good standing.
Section 4: Roberts Rule of Order shall govern the proceedings of all meeting of the Federation, and its constituent’s parts except as provided in these By-Laws.
Section 1: These By-Laws may be amended by a TWO-THIRDS (2/3) vote of the members present at any regular meeting, provided there shall be a notice of such meeting and of the proposed amendment or amendments sent to each member or group at least seven (7) days prior to the date of such meeting.
Section 1: Any club in Kansas has the right to refuse entry to any individual they wish due to un-sportsman like conduct. In this case, the Kansas Federation of Houndsmen would refuse entry of said individual IF the Kansas State youth or adult event was held a said club.
